Ray Boatwright

Ray Boatwright is Director of Computational and Information Technology (CIT) at ARLIS, leading the teams that build, operate, and secure the laboratory’s enterprise computing, cloud, and network infrastructure. His organization spans software engineering, systems engineering, cybersecurity, and IT operations, giving ARLIS researchers secure, compliant technology for the Department of Defense and Intelligence Community missions they support.

Since joining ARLIS in 2023, he has driven the buildout of its AI computing infrastructure, including GPU platforms for model training and inference and a secure generative AI service for staff hosted in the government cloud. He is leading ARLIS’s transition to cloud-native identity and security services and serves as its Affirming Official for Cybersecurity Maturity Model Certification (CMMC) Level 2, responsible for affirming the laboratory’s compliance with federal requirements for safeguarding Controlled Unclassified Information. His work also includes applied research evaluating post-quantum cryptography for tactical networks.

Ray Boatwright brings more than 25 years of enterprise technology experience, including roles at Microsoft, Amazon Web Services, Comcast, Oracle and AOL. Before joining ARLIS, he spent seven years as Vice President of Product Security and Compliance at Privoro, a developer of hardware-based mobile security for national security and enterprise users. He holds the Certified Information Systems Security Professional (CISSP) credential.
